No, I don't think so. You can assign shortcuts, but switching characters is something I've never seen a procedure for.
Well, ok, if you say so. That looks like lots of work for a small change. I thought the OP just wanted to remap one key. I don't think there is something built into OSX that permits it. Seems like a keyboard repair or replacement is a better option anyway.
