My configuration:
iMac 27, Late 2009
16 GB RAM
Graphics ATI Radeon HD 4850 512 MB

I have upgraded to High Sierra.
Unfortunately i am getting a frame floating all over the desktop since the installation.
I have downgraded back to Sierra. Frame gone!

Could somebody out there please help me - or am i the only one with this issue?

Don’t see anything out there on the web about it. Try installing again! If it happens again, take a screenshot and upload it here.

Have you applied all the system updates available in the App Store app?

Go to System Preferences>Accessibility>Zoom>Options [button] and if "Show preview rectangle when zoomed out" is checked, uncheck it.

Unfortunately my experience will most probably not help you much :oops: but...anyway it ressembles a bit.
I have a similar frame, not white but gray and not always seen depending on the app or it's window.
It began when I upgraded (trough MacPostFactor) a vintage MacBook to the (for it) "unsupported" Yosemite, while according to Apple it could only run Lion.
In my case graphic glitches are supposed to have to do with the old and week graphic card not supporting the "graphic acceleration" used by later macs natively supporting Yosemite.
So it has to do with faulty graphics implementation in my old mac and...maybe...for some unknown reason:rolleyes:in your much newer one.

I have not tried this.
Are you sure that this will work. Because i have already downgraded...
 
FWIW my Zoom options, on the latest High Sierra, does not have "Show preview rectangle when zoomed out".
