That's the anti glare coating. If it's no longer covered by the repair program (4 years). You can remove it.

I used baking soda to remove mine. It's a bit messy and takes a lot of scrubbing.

I've also heard Clorox wipes work. Still takes a lot of scrubbing but probably isn't as messy.

Be very careful about too much moisture and applying too much pressure. Any moisture try to keep within the rubber bumper. Really don't let excess pool anywhere. You'll also need to make cleaning passes to check your progress. It took me about an hour.
 
I will advise pressure should be about the weight of your hand . That glass is very thin. the last thing you want is for it to crack.

OP:

You have a condition known as "StainGate".
If you've never heard of it, you had better "read up" on it.
This can't be "fixed", except by the following.

Only solutions are:
1. replacement of the display (this MIGHT be covered by Apple's 4-year "StainGate replacement program", you haven't told us how old the MB is)
or...
2. removal of the entire sprayed-on anti-glare coating (will look better afterwards).
