Permanently locked iPad 4

A friend of mine has managed to perma lock her iPad 4 by inputting the wrong passcode so many times that it is locked without time limit. Can it be saved, if so how?

I think he may appeal to the service center , you should have a check.

Connect it to its "paired" PC and it should unlock (at least, I think that still works).
