WHen I just repaired permissions, about half a dozen were not repairable. Does this mean I have to reinstall OSX? Is it serious? Is it common?

If I do this can I then get all my settings back from Time Capsule, or do I need to make a bootable copy of my hard drive before reinstalling.

It's not uncommon to get a few errors during permission repair. Is there a problem you're trying to fix? Has it been fixed despite the errors? If so, I wouldn't worry about it.
