Permissions Problem -- Ugh!

I am having a permissions problem -- computer won't let me open PDFs or move PDFs.

I'm on 10.12.3 (16D30).

Sample error attached.

Try changing the permissions on the file with CMD-I. If the files are in a separate folder outside your user account then you might need to change the permissions on the folder to give you access.
