Person with 6 not getting my 6S texts

Not sure what the deal is but a family member with an iPhone 6+ isn't getting texts I send from my new iPhone 6S+. Other people are receiving my texts.
 
Have you both tried turning iMessage off restarting your phone then turning iMessage back on?
