Personal Hotspot issue

In order to get Personal Hotspot working sometimes in OS X, I must Add new location in Sierra 10.12.6 under Network pane.

Is there a simper fix?

Resetting Network setting in iOS, disconnecting/reconnecting psychical USB cable doesn't help either. The only thing which works new location addition.
 
I'd prefer the fix to keep added VPN connections... I know adding new "location" under Network, is the best option, but its not the only option as this destroys all created networks set up.

Although i could have two locations "profiles" and just switch between there, that's not ideal either..
