iPhone Personal Hotspot no longer automatic via iCloud

Using iPhoneX with ATT.
It used to work like this:
Keep Personal Hotspot off and when my other devices signed into the same iCloud account (iPad Pro), my phone would always show up as a WiFi source.
I no longer see that option.
I have to physically turn on Personal HotSpot, then it will display in the SSID list.
I thought for sure the update to ios12 would fix that but I am having the same issue.

Does anyone have a similar experience or knows a fix?

Never mind, I got it working again. I think signing out and restarting did the trick.
