Is there anyway to have my M1 MacBook Pro 13 automatically login to the Personal Hotspot?

Do you mean with a usb cable ?

I would rather just have it connect
You don't need a cable to engage personal hotspot between your phone and Mac. Make sure your phone is turned on for hotspot and then pick your phone from the Wifi option on your Mac and you should be good.

Not that I know of. And when the notification pops up to connect it still won't connect even if I hit the "connect" button on the notification. I have to actually click on the wifi symbol on the menu bar and click the little chain link to connect to my iPhone hotspot.
 
Here is what I do:
- Pair iPhone and MacBook via BlueTooth. This will allow a faster way of finding each other for Continuity.
- Turn on the Hotspot on your iPhone
- Your iPhone should show up under the "WiFI fan" as a Hotspot connection option.
- Connect

The system should offer the hotspot with a Notification when no other connection is available.
