It's not really a call from his office... it's executive escalations that takes cases emailed to tcook@apple.com. This was common practice when Steve was around too... if there's a legitimate gripe and it's been documented, an email to the top boss seems to get a call back from that group.

Next time you have a valid complaint, write an email to Tim Cook and I'm 99% sure you will get a response. last year after apple released an iOS update that killed touch ID and cellular calls on iPhones 6, I was one of the affected users and wrote an email to him and within 24 hours i got a call from an Apple executive and after we hung up he sent me an email with his info just in case I had any other problems or questions, pretty impressive.
 
Sounds a straightforward data issue between Apple systems and their suppliers. Given the volumes I'm sure even a consignment of 100 or so would be a rounding error. Probably not caught until some billing didn't match serial's provided.

Only surprise is that seniors hadn't (alledgedly), heard of it before to suggest/think of it. Of course they could have just thought "ah, another of these..." and run off to fix it...
