Phone App splash screen bug

Is anyone else getting a weird greenish splashes reen for just a second when opening the phone app? Screenshot attached.

Used to see it all the time on 8.4 but haven't seen it yet on iOS 9.

I've never come across this type of problem before ,surely its a bug that need to be fixed.

A reboot fixes it for me.

I've had it on both iOS 9 and past jailbroken iOS versions.
