Phone numbers/contacts not deleting

Whenever I delete a contact entirely, or delete a number and add a new number inside a contact, ie/
- Friend got a new phone number, delete current number, then add a new one
- Delete contacts of people I haven't talked to in years

The contact/number is gone on the phone, gone from Contacts app on mac, gone from contacts on icloud.com

BUT, this is the issue:

The deleted contact or deleted number still come up to be selected when choosing a recipient to send a text to.

How can I stop this from happening?

This has been discussed here before.
Next time you restore or update the firmware on your phone, choose set up as new, do not restore to backup.
Instead use the tabs in iTunes to restore your content.
