Phone ring while wearing headphones

My iPhone 6 Plus will ring externally when I receive calls while I am listening to music or podcasts wearing headphones. Bug?
 
I believe that's always how it's been. It's so if you leave your phone on the table with the headphones plugged in, you can still hear it ring.
