Phone switches from wifi to LTE randomly

Has anyone been experiencing their phone switching from wifi to LTE when your in a perfectly covered wifi area?

Yes, I have my iPhone 4S with iOS 7. iPhone 4S randomly switching from wifi to 3G. Since it is my spare phone, i have it with 200MB data plan. It burns my data plan rather fast... I had to turn off cellular data.

Have this problem mainly on my iPad mini, except it doesn't have 3G so I lose connection completely.
