Photo and Doc Storage

So used to Android where all would auto store to the DRIVE (Google) - Going to make the switch to iOS but was hoping someone could answer a few questions.

1. Can I store all docs and photos to my iCloud account and keep nothing on the device itself (5S) - If so, how would I access the photos (app) to view
