Photo Booth , Finder and other programs not opening up

Hello all recently i noticed my finder , photo booth and other applications have not been opening some do some dont. I have looked all over and I can not find a solution. I have tried to safe boot and nothing any suggestions on what the problem could be please let me know thanks!

This usually means something in the hard drive is messing up if Safe boot Sees the same problem. Also make a new user to make sure you see the same thing.
