In Photos.app I count 155 photos in Photos-Tab and 102 photos in iCloud-Tab. So it seems I have 257 photos on my iOS 8.0.2 device.

In Settings -> Info iPad counts 271 photos.

Where are the missing 14 photos?

Do the numbers match on your devices or does anyone know why the numbers differ?
 
My wife and I both noticed this as well, and we have no idea why this is happening. A little frustrating not being to figure out the discrepancy.
 
I first noticed it on my iphone 5, which I'm pretty sure isn't capable of any burst-mode.
The numbers are from an ipad 3 which is barely used for taking pictures at all.

When Photostream is disabled the count of remaining photos match Settings->Info, so it seems as there are photos downloaded from Photostream that aren't shown in Photos.app.

(iCloud Photo Library is and was disabled any time)
 
Yep, two shared streams: They are not included in Photos-Tab, but in Cloud-Tab: 102 photos already counted.
