Photo editor direct from iphoto

my wife asked why she can't add text over a photo in her iPhoto library - seems like a simple request -

any suggestions on cheap (not photoshop) way to open an app from the photo in iPhoto, add some text over the image and re-save back to iPhoto ?

In iPhoto Preferences, can you choose Preview as the editor(not at my Mac at the moment)? You can add text with that.
