Photo organization

New here, please forgive any dumb questions in advance.

I've had my iPhone 5 for awhile now and periodically save all my photos to my PC. I've done this several times and now I have doubles and more of most of my photos. They're completely unorganized, is there a decent cheap program that will assist me in making heads and tales of this mess?

Also I'm still trying to figure out what iOS 8 did when it reorganized my photo library????
