I just want to check that I am not the only one with this issue.

iCloud photos that are used for screensavers never download or show all photos. The Apple TV selects at best a handful of them, and poorly cycles through them, even at times leaving gray panels in place.

This has been an issue since tvOS 3/4 basically, since Apple stopped syncing photos with the Apple TV.

I really can’t stand this. How doesn’t the photo screensaver just allow for all photos to be selected at random, and then each time the Apple TV should bring in new photos.

I don’t feel I’m explaining this right but in short photos on the Apple TV is horrendous.

Every major tvOS update I hope Apple fixes this, but nope. Now it’s even more convoluted. No option to select photo folders, nor is there any rhyme or reason to list of albums that appear as choices. Rediculoius.
 
I use Aerial screensavers I would get the same 4-5 videos all the time.
I used to use Flickr screensaver on the 3rd Gen and I REALLY liked that.

Here's to hoping one day Apple fixes the screensaver issues. I understand what you were saying above. but don't use that option to know. however, i could totally see that happening based on Aerial issues.
 
Share photos from a Mac or PC via iTunes, set screensaver to that folder. It seems to download 75-100 to ATV and cycles through them.
