Photo stream not syncing completely

I have three devices sharing my photo stream, the iPhone being the main photo capture device. I recently uploaded all of my photos to Dropbox and backed up to imac. At the time all the photos that were in my camera roll were in my stream on both iPhone, iPad, and on iPhoto on the mac. I then deleted the camera roll only on the iPhone. Now it seems that many photos are missing from the stream but different ones on both the iPad & iPhone, the iPhone seems to still have most on the stream but some are gone. The iPad has many gone but does not seem to be in any order. I have old photos still there with some gone in the middle. The iPad usage report shows stream using up about half what the iPhone is for photo stream

This is pretty frustrating. Any ideas?
