Photos App MAJOR Issues

I recently switched from iPhoto to the Photos app and am experiencing major issues. My Mac, iPhone 6, and the iCloud website all have the same Photos settings turned on, but each have a different number of photos stored in them. Also, my iPhone seems to keep creating duplicates of past photos and photos that I delete permanentely seem to keep coming back. I understand the app is still in a beta phase, but it's a huge train wreck.
