I've created a new photo library, set it as my system library, imported a small bunch of test photos and I am waiting for any type of scanning to start. In the "faces" tab it says 0 out of XXXX scanned and that it will scan when I will be plugged in and I will be not using the app (tried that … nothing happens).
When I click on memories it just says "scanning" and that it will take a long time (progress bar not moving). I don't think it is doing anything at all (cpu is idle). Come one apple … I have this fast M1 pro and I have time right now, why I can't just force this thing to run?

How to make it do anything? You guys had this problem too?

Try with
launchctl kickstart -k gui/501/com.apple.photolibraryd
and
launchctl kickstart -k gui/501/com.apple.photoanalysisd

Nothing happening in activity monitor for photoanalysisd

 
launchctl kickstart -k should restart the process, you should see its PID change.
On an empty library, I get this message:
