Alright, I'll keep this simple and explain the scenario.

1. I take a photo from my iPad - It then is uploaded to my recents on both my iPad and iPhone, as intended.

2. I want to delete this photo now, but I'm on my iPhone, not my iPad. So, I delete it off my iPhone.

3. The Photo still remains on my iPad, what the heck? Thought it was supposed to sync?

4. Let's instead delete it off my iPad, the original source of the photo. Well, that worked...it synced and deleted off my iphone as well.

So...if you delete a photo from the original source, it syncs across all devices? But if you delete it from an iDevice you DIDNT take the picture from, it doesnt sync across all devices?

Is that how its supposed to function?
 
I "Think" you need to make sure you have iCloud photos set to store only the optimized version on your device.

Settings -> iCloud -> iCloud Photos -> Optimize iPhone Storage

otherwise, it keeps the originals on the device.
