Cannot correct animal "glowing" eye with red eye in Photos on Mac OS 10.13.2. Any help please!

Automated solutions are just an estimated best-guess. Try using one of the image adjustment Apps for macOS, such as Pixelmator. There are hundreds of detailed guides for red-eye removal online.

Cats have very good night vision, hence the glowing eyes and light reflection - don't use the flash when taking pictures of them. Pixelmator should be able to deal with that though. You might want to experiment with the editing capability of the Photos app before spending money on buying Pixelmator.
