Native Lightroom doesn't either, however there are plugins that supposedly help with that.
It would be simpler to simply not import duplicates. If you set Photos to keep files by reference, rather than in a Photos library, you put the files you want to import in a folder. Then use a duplicate file finder, such as Find Duplicate Files, to compare your photos folder with the proposed new photos so you can remove the duplicates before importing them.
