Photos Apps Stuck Opening

Is anyone's photo app stuck opening. Its on the "iCloud Photo Library" screen.

I can't force quit. "Photos is creating or opening a a library"

I'm having the exact same problem. Left it overnight and no progress. If I try to restart or force quit I get the message that I can't. Not sure what to do here.

So I just decided to force restart the computer. When I reopened Photos, the process started again only this time it passed that screen almost immediately and all seems well.
