On my iPhone Max...often when I open a photo on my Max the photo is blurry for about 20 seconds before it is clear. Any idea why it takes so long? Like the phone should be fast enough to get the photos clear more quickly. This includes photos I have just taken.

Pic in your library are just thumbnails and the full image for the device is downloaded from iCloud.
 
You have optimize storage turned on?

I do...but have had it set up like that forever. My iPhone X was fine...and didn’t have this issue...and phones before that. And it seems weird with photos I have just taken. It isn’t that optimized is it? My phone has 215 GB free. Happens even at home with my 300 mbps Wifi.

But why do they take 20 seconds...they used to be much more quick.
 
That’s not a CPU issue. It’s a network issue.
I would think. But it is the same in WiFi and cellular data. Our WiFi at home is plent fast and very stable. Believe me...I check it air bc my kid places fortnite and perfect WiFi seems quite important. Lol. I take a photo and starts out blurry and then becomes clear.
 
20 seconds is too long. It took about 1-3 seconds for me on my Max. Now if I spent a handful of minutes going through tons of images it slowed me down and took a little longer to get the images ~10 seconds or so. This went away with time.

Eventually I chose to download all 172gb to my phone (originals). Took awhile but no more loading.

It could be because Live Photo is turned on. It takes a while to find the correct frame to settle on. But definitely not 20 secs. There’s something else going crazy with your network.
 
That doesn't sound right. If it needs to download the full image, maybe. But if it's a photo you've literally just taken, and you have plenty of space on your phone, it shouldn't need to download anything as it shouldn't even be optimized just yet.

To help give you some perspective, I had a bunch of photos on my phone last night, but not on my iPad. When I clicked on the first one on my iPad, I could see the little circle in the bottom loading the image. But as I swiped through the photos (spending maybe 1-2 seconds per photo), the next photo was pretty much always loaded by the time I'd swipe to it. I had to swipe through several very quickly to see the loading symbol again. So 20 seconds sounds very wrong to me given the information (space on phone, good network, etc) you've shared already. I'm not sure what it could be, but that definitely doesn't sound right.
 
It’s happening in FB too now. When a photo is just viewed while scrolling...it is okay. When I click on it, it goes blurry and sometimes never becomes clear. Weird.

Have you tried a restart of the device?
