Sort of. There's an extension that will let you send photos to an external editor:

In the specific case of Photoshop, unless you have a many years old copy, you only get PS with a CC subscription. The CC photography subscription includes both LR and PS for $9.99 a month and is less that the single app subscription. Which means you can also use LR and not have for the limitations of Photos. There are many more plugins available for LR than Extensions for Photos.
