photos, iCloud, getting a new Mac

I am using the Photos app and have all of my pics in iCloud, but I also have the full versions stored locally on my Mac. I am considering getting a new Mac as mine is getting a little old (mid-2009). When I move to the new computer, if I transfer my "Photos Library.photoslibrary" to my new computer will the new computer know not to download everything from iCloud? I have Comcast as my ISP and that means data caps. I don't want my huge library downloaded from iCloud.
