Photos iCloud Sync broken with LAG Bonded Ethernet connection

Since upgrading to High Sierra I can no longer get Photos so sync my photo library when using my Bonded ethernet connection. If I turn on Wifi in parallel with my bonded connection the photos library syncs fine.

All other iCloud functions work fine just not Photos.

Has anyone else seen this or found a work around?
