Photos Library not showing up in iMovie

My Photos Library does not show up in my library list in my iMovie. So I have to way to select my videos to import.
My Photos Library is connected to my MacBook Pro, on an external drive. It works fine with I have the Photos program running. But iMovie cannot see it.
