Photos not being deleted in photostream

Does anyone know why when I delete a pic on my iPhone or iPad it's deleted on both but not on my photo stream? On both devices I have my iCloud Photo Library enabled. I also have "Upload to my Photo Stream" turned on in settings. I thought it would delete the photo in photo stream.
