I noticed that since upgrading to MacOS Ventura, the Photos app now syncs with iCloud when connected to my iPhone hotspot. Before Ventura, an Ethernet or WiFi connection or Android phone hotspot was required for Photos to sync with iCloud.
For me personally this is great news, because I usually only have access to (unlimited and fast) cellular data and thus use my iPhone as hotspot most of the time. This probably applies to many others as well nowadays.
