Watch out. When you do this, it repairs the Photos library as a matter of course, but it doesn't appear to rebuild thumbnail previews. That renders your library more or less useless. Can't say what happens when you have iCloud photos enabled.

Does anyone know how to force Photos to rebuild thumbnails (apart from tediously applying an edit to every photo)?

You can try rebuilding the Photos library:
1) Quit Photos if it is open.
2) Hold down the Command and Option keys on the keyboard.
3) Open Photos.
4) Keep the keys held down until you are prompted to rebuild the library.

Sadly, this doesn't rebuild thumbnails.
