Photos restoring?

I just updated to iOS 13.5.1 and noticed all my locally stored pictures gone. Yet they appear to be restoring. I don’t have iCloud photos enabled and have used iTunes in the past to transfer images to my iPhone. Is this normal behavior? See attached cheers.

The pictures are being restored while connected to iTunes? If yes, check the sync settings in iTunes.

No. The iPhone hasn’t been connected to iTunes in a while. It appears they were being perhaps re indexed. Since they all reappeared again in my photos.
