I've never edited or do a repair on this size image before in Mac OS Photos. So I tried it. The image size is "23616 × 18592 scanned at 2400dpi", group shot of a company event. Had a bit of damaged that can easily be fixed with repair tool. So I tried it and boom it crashed Photos Immediately. Got the report message. Seems like Photos can't handle such large scans. Pixelmater Pro took care of it easily like a champ. I don't think I'll try that again with Photos on such a large image.
