Photos stop uploading

I was in an area last night that did not have good reception, and starting taking some photos. I noticed that photos will not upload these photos, even though they are on my phone. Now all the additional photos I take are not uploading. This has happened before to me and I basically turned iCloud on and off, and then waited for the library to rebuild, but has anyone else experienced this and know how to prevent it? thanks!
