Photos won't quit?

Hi,

My iMac is hung up with the little dialog box "Closing the Library" whenever I click Photos. It won't let me quit it, and it won't open.

Any ideas on how to force quit it?

I can't restart or shut down - Photos won't let me.

(the last thing I was doing was importing 700 photos. It made it to 697 but then wouldn't go any further...so I tried to quit it
