I have a bunch of photos on my MacBook Air. When I go into the photos app and try to share some of them via messages I get an error. I noticed the photos have a cloud with an exclamation point in it and it gives me a message about needing to download the photo and to try again later. I can’t figure how to get it to download so I can share it. I do have some iCloud storage that is full and I’m wondering if that is affecting things. Any help is appreciated.
 
A little more information:

When I try to send a photo described above via messages on my MacBook Air, the message I get says “The operation couldn’t be completed.(PHAssetExportRequestErrorDomain error 3.)”

When I click the cloud with the exclamation mark in the lower right corner in an attempt to download it, I get a message that says “Error Downloading Photo. An error occurred while loading a higher quality version of DVI’s photo. Please try again later.”

Are these photos that were taken on your phone? One possible situation is that you took the photos on your phone or another device but your icloud storage is full so the full-sized image cannot be uploaded to iCloud. In that case, only a preview thumbnail of the photo is uploaded and that's what is on your Mac. Your Mac cannot download the original from iCloud if the original isn't there. If the photo is on another device you could transfer it to the Mac via AirDrop or USB.
