She is new to Photoshop and learning though. This will be better using paid service for her?

It's the cheapest way of getting photoshop so it is the best way (unless she wants to pay more).

I hadn't read the edit though and as she needs extra packages it's probably irrelevant.

As pointed out though, she will have to make compromises. I'd see if she can make do with just photoshop.
 
3 suggestions:

1. Use the downtime between projects to learn to use other software. Pixelmator is a terrific alternative to Photoshop. Yes, she'll have to learn different ways to accomplish the same outcomes but she has the time to learn new software between projects.

2. She could get a job. Even a very part-time job should yield enough pay to cover the CC fee. Then do the sporadic projects around the job. For example, if she could work (in a job) 1-2 days each week, that should more than yield the funds for CC and then some... even provide some cash flow when there are no design projects. Then use the other 3-4 days each week for fulfilling design projects and trying to grow her design business.

3. Get a job in the design field. Seek out a company that will provide the Adobe software to it's employees. Then, do her client projects on the side.

This problem is made too hard by choice. One choice is accepting the lack of income when there are no design projects. No need for that. Get a job that pays enough to cover financial needs such as this and then use the rest of the work week to do projects for clients and hunt new clients. This would not be the first moonlighting business grown around a regular, dependable job. In fact, design work is a very common moonlighting business.

Another choice is locking in on "Adobe or nothing". If she can't move herself to get a job in these periods of downtime, she could instead fill that time learning to do the things she does in Adobe software in other, less-expensive software. Again Pixelmator is quite capable alternative to Photoshop. There are alternatives to Illustrator too. Adobe isn't the only game in town.

So...you're asking how to obtain an illegal copy of Creative Suite 6, right? Contact the Department of Justice - they can help.

Otherwise...tell your friend to stick a crowbar in their wallet and PAY for a Creative Cloud subscription. If she's using it for work, and her work doesn't reimburse her for it, the cost of the subscription becomes a tax deduction.

I could be misunderstanding your post, so please let me know.

If you go this route, pay a person £20, its no different then downloading PS from a torrent which you said you not willing to do (nor would I).

No its piracy pure and simple. You're stealing a copy of software from adobe because you (or your friend) cannot afford what Adobe is charging for their product.
