I just got CS3 and its amazing compared to PS7 I was using on my old PC.

With the old versions of photoshop, you needed a plugin to fully utilize Multi Processor Support. Do you need this as well with CS3? Is there an option somewhere to turn it on? Or is it just SMP Native by default?

No. This has been a built-in feature for the last several versions. You couldn't turn it off even if you wanted to. You don't need to do anything (although some things can only make use of one processor at a time by nature of the way the filter works).
