PhotoShop won't move objects

I'm trying to move text in a layer down
the text snaps back to the original place.
after research, I'm not the only photoshop'r effected by this weird problem
there is no solution on adobedotcom forums, the mods are advising to upgrade to tomorrows software.

i know there is some setting i overlooked again.
any help or advice would be appreciated!

if your not interested the problem, you can just brag about how great that new SSD saved your life and marvel over that all glass iPhone release too!

First of all, you also have to look at the layer Panel or options Bar are visible

I ever met same problem and this is how I resolved.
I just upgrade OS to latest version then everything goes right.
How wonderful!
