Specs are intel i5 2.8Ghz, 16GB Ram and 1TB Fusion Drive for £485, I think it was a pretty good deal personally but time will tell.

This is just for an admin machine, no games, no editing (maybe light photo editing at most) and for browsing, media consumption and clerical work.

My question is, do you think this machine can drive a 3440x1440 panel?

Im just working on fixing up my brothers old one, just installed a 1TB WD Blue nvme SSD with an adapter, working well. I've got it hooked up to my LG ultra wide at 34440x1440 and its at 60Hz, just don't use the HDMI port its not got enough bandwidth on these, use a Mini DisplayPort to Displayport cable connected to one of the Thunderbolt ports. I get the same 60HZ when using a direct Thunderbolt connection to the display (my monitor also has a thunderbolt 2 interface).
