Picture in picture app other than "Helium"?

I was delighted when I found Helium but it turned out not to play local video files, a few google searches showed others have the same issue. Is there an alternative free app that would play local files?

VLC player has the option to "stay on top" but it doesn't seem to work for me either, is there another setting I'm missing?

I'm using El Capitan 10.11.5
