I've had a quick search on the forums for any threads relating to an apple equivalent of the Win XP picture viewer, but couldn’t really find anything

I want to open 1 jpeg and then be able to scroll through the entire folder with either the forward/backward buttons. The only way I can see is to open Preview select open and choose which files to open, or use iPhoto.

Anyone know of any software that has the same functionality as the XP preview?

The closest equivalent is if you go into the folder in column view, then you (at least) get to see a preview of all the most common image types...
 
Preview is the default jpg opener for me. I cmd+A then cmd+O and they all open in Preview in a drawer to the right.
