Resolved PKGBACKUP Restore Error Code 403

It looks like a problem in the Dropbox end, but if it does not go away, email the PkgBackup author. He gives good support.
I managed to fix the issue. To solve the error you need to make a current backup for your NEW device. This will make a NEW sub-folder in dropbox. Then move your OLD backup into the NEW folder. Then restore your device like normal. I don't know if this is the "official" way to solve the problem but this is what I did and it worked.
