Plan setup at Apple store?

I'm currently on GoPhone (1st gen iPhone) and curious if i could upgrade to the 3GS and new plan in the Apple store or can i do so only at AT&T?

When I signed up I was a new customer so we did the whole pick a plan, pick texting plan. . . and so on and what not. In short, I believe so.
