Play 360 videos offline

Is there an app that would play 360 videos like this?

I mean a player that would allow me to play the video like Youtube but without being online.

I downloaded the video but VLC doesn't play it like Youtube.

I posted that link because it has an example of VLC playing a 8K 360 video.

The video you are trying to play needs to have spatial metadata in order to be recognized as 360.
